Pretty sums it up. It really depends on how you view it, but the two are really different from each other. Hacking is way worse.
I see your point, but... Cheating isn't just like to bots on ebays, it's everywhere, the grocery store, garage sales, and even contests. Would you rather have a few demolished houses, or an entire society crumbling because of cheaters. They make it harder for all honest people earn a living and almost create a caste system in the society. The poor people that try their hardest and still come up with little or nothing and the elite cheaters holding all the wealth and luxuries while they keep the average joe down and mislead him.
