    Level V and Moderators are chosen based on what they bring to the community. If you don't bring much or there are enough people that don't want you to join their ranks, then you're just shit out of luck.

    I seriously doubt that he is joking.

    It looks to me like somebody is butt hurt about failing over and over again to become a Level V. But of course, that's just my opinion.
