Depends on what animation you're trying to do.

If you want to do simple graphics like pixel art animation you can get a few things for free like Pixen and GraphicsGale. But if you're willing to pay for an animation program for simple animated graphics I'd go with Jasc Paintshop Pro (comes with Jasc Animation Shop) Maybe you can even find Jasc Animation Shop for free nowadays.

If you want something really top notch quality for animated cartoons and such though I'd go with Flash... and if you're looking to get extremely fancy and not opposed to having to spend time learning it After Effects.

Flash and AE can be super expensive though, so maybe you can find an older version of Flash that would be cheaper. I've used Flash MX, Flash 8, and Flash CS5 and there's really no HUGE difference besides a few new features, but I'd say MX is just as effective as CS5.

If you're looking to do something in 3D the only program I know of is Maya, but that's super expensive. I think there's also something called Blender that should be cheaper if not free, but I'm not sure how good it is.

for this budget, you will probably use at least two different applications.
You can then get Daz Studio (free) for animation.
Daz Studio did not rig tools. It's ok. Studio you can import COLLADA and FBX formats. Both formats allow you to import rigged characters. So with the money you have left to find an editor with Collada or FBX Support: MilkShape 3D said they support FBX. It is mainly for games, but it might work for you.

there is a very basic tool in Photoshop CS4 that allows you to do pretty simple animations.

you can find CS4 all over the internet, but i won't link you to anything.......

you can also use Flash as suggested. I used flash a good few years back at school and found it pretty entertaining to use.. Its also pretty cool as you have the option to use things like actionscript, etc, to possibly make games and website layouts =)

i would suggest Flash if you want to have a few different options in what you make. Photoshop if you just want something basic.

I just got new animation software for around 150 dollars. If you are a student, there are some sites that give major discounts. I was able to get the Flash CS5 for 150 and Photoshop for 100.

However, if you're looking for 3D animation, which I doubt you are, Blender is a free or a very cheap download.

I think flash is the best software for the animation. It provide a best feature to develop a animation. It's also a popular software to create a animation as well. People also frequently use this software.

I would get Flash 8. Honestly, I hate the Adobe versions of Flash. Besides, you save money buying older versions.

As per my view Maya is the best animation software. Now a days there are large number of web designers use this software because to use this software they can done its work properly.

3ds Max is easier than Maya. Though it lacks some features from Maya, the overall simplicity makes you work faster. I hope you get what I mean. :)

I have a question for anyone that can answer it. I downloaded the free GraphicsGale animation software, but I can't figure out how to save it. Whenever I save it, it will never save the animation. How do I save my animation? I would really like to animate my avatar.
