So how should I go about making one? I haven't an artistic bone in my body, so it will be extremely difficult.
Any suggestions are appreciated. I need to have it done by the 24th.

You could search for a halloween costume website and search for a decent one.

Oh dear... lol Maybe you could find a friend that could help you sew some stuff?

I had to make a scooby doo costume a couple years ago and I suck at sewing so I tried to stay simple. I used a hoodie and dyed it the right color. Then I sewed the ears on and attached a tail to the bottom of the hoodie.

Maybe you could like do something similar and get a green hoodie and sew spikes (supported by wire) along the back of the hoodie and add a tail too?

Ok let me rephrase my question. I need a dinosaur costume for a dinosaur themed rave. Thanks for posting google though, because I obviously didn't think of that -_-

I guess I just make a dinosaur costume and add lots of shiny/reflective things to it xD
The damn sewing will be annoying. And I guess now I'll have to find a way so I don't get too hot inside. Afterall, I'll be dancing all night in this costume.

Hoodie with spikes may work; I'm always wearing a hoodie, so I probably won't be too hot. :D
Maybe I could get like a studded belt and attatch it to the back of my hoodie, that may work for spikes. And they will reflect the lights too :)

Then add random reflectors or something too.

Still listening to moar suggestions :)
