Everytime I delete it, it self-appears again.

For those who don't know : wpabaln.exe = Windows WPA Baloon Reminder that states you have 30 days of activating Windows o_O

When you delete it, are you talking about from your Task Manager? Or from the systems32 folder?

I haven't had a problem with it, but perhaps this site can help you?
You could try downloading HijackThis, and if it appears in the scanning log, removing it might work.

put this line in a .bat file and run it...
it will remove the popup balloon but won't disable the product registration process.

    1. del /f /q %SYSTEMROOT%\prefetch\wpabaln.exe*.pf
    2. del /f /q %SYSTEMROOT%\System32\dllcache\idwlog.exe
    3. del /f /q %SYSTEMROOT%\System32\dllcache\wpabaln.exe
    4. del /f /q %SYSTEMROOT%\System32\idwlog.exe
    5. del /f /q %SYSTEMROOT%\System32\wpabaln.exe
    6.
    7. regsvr32.exe /s /u regwizc.dll
    8. regsvr32.exe /s /u licdll.dll

just using hijack won't change a thing. He already told that just deleting the file wasn't the way to go...
you don't remove windows messenger by just deleting the shortcut on your desktop ;)

download a school edition of windows XP via thepiratebay.org, not legit but either your version is already non-legit and it's irrelevant or xp is acting up and it's M$s fault
