    well I know 2 sites that have a few pre made layouts for the new neopets...

    Im not sure if that will work for you or not. I don't know much about that kind of stuff.

    if you know css, it's really easy to figure out from the neopets stylesheets...but if you don't, I might be able to help out if I have time...
