PayPal help again.. 'Temporary Hold'

    ok so im buying some stuff from this one person and when i went to send them the money it signed me out then i signed back in and looked at my balance and it said 40 cents which was all good. then i scrolled down and looked and it said that my $100 that i sent is on 'Temporary Hold', does anyone know wat this is and how long it takes?
