First make a new document any size, and than go grab a planet render (Moon, earth, mars, jupiter, manmade etc etc), heres the one I'll be using.

MAKE SURE YOU SAVE! IF YOU DON'T IT WON'T HAVE TRANSPARENCY!

I won't be using the whole thing only part of it.

make a new layer and fill it with black.

    go to filter>noise>add noise
    use the following settings.
    Amount>15%
    Distribution>Gaussian
    Monochromatic>Checked

Put the planet layer on top of the star layer.

There ya go, quick and easy stars, if you want you can add a little lens flare for that extra effect, heres my result.
