You tell your friend about it. I recommmened to not tell people on neopets as they will report you.

I've only beena member of this site a couple of minutes and I already love it.
I'm telling my Neo-Freak of a fiance [OOOO! can't believe I get to say that now] about it as soon as I see her

 

I thought maybe there's a referral system that's why I asked it

 

If you click on Referral Center | Invite a Friend, you can send an e-mail with a link included, and I think that logs you as the referrer...

expon decided not to use the referral system anymore since all the people who were referred to are inactive.
