Im confused, If someone could help me out. Someone told this other guy on the forums that you cant sell a account till your a level 1, Is this true? If so is there someone that can explain how that works? Also can you only sell account for neopets, or can i sell say a very high leveled runescape account?

You have to be level one to trade anything. You can trade anything when you are level one which is 125 posts, this was implemented to prevent scamming which was a major problem. You simply just make a topic in the blackmarket about what you are selling/buying and then wait for offers.
yes you can only start selling accounts at level one. When you reach level 1, you will be able to see a new topic and that is "The Blackmarket". You will do all your selling of items, neopoints, and accounts there. Runescape account? i am not too sure but i guess you can sell there.
