Video editing difficulties

    I know I don't socialize much here, but I know this to be a good spot to find some brainy individuals where the fixing of computer problems is concerned... flattery. =D I resorts to it.

    I'm having some difficulties on this particular machine with some gaming and video editing. My main problem is that when I'm converting videos to different formats, I get this really annoying skipping with the video and the sound with the final product. I'm told this is a timing problem that can be corrected by adding /usepmtimer to boot.ini in a specific location. Yay! But there's a problem...

    I'm running Vista Home Premuim version 6.0 and there is no boot.ini file to edit whatsoever.

    I'm at a loss. Does anyone have a suggestion for some other kind of workaround/ driver fix / resolution that doesn't involve me shooting this machine or installing Windows 7??

    I could also use a good freeware program for converting MOV files to AVI files. =D
