Like youtube videos? Digitally, not ones with a video camera and in real life. What software would I need?
adobe premiere is a good editing/creating videos software... now support HD and you can also import movies from camera too. In school, I made some cartoon like animation using premiere/photoshop/illustator...
digitally as in animated? for that you could find a modeling program like maya or 3ds and then bring it into motion studio (or something like that, its made by the same people as maya and 3ds) and then animate it, but that is a ton of work. for more simple animation, you can even use photoshop, but still it would be a lot of work.

Windows XP, and basically I want to capture something on Hypercam and be able to edit and add frames/whatever. I have hypercam, and I'm willing to spend...uh, like $0. I use Torrents.
windows movie maker. it sucks but its free and pretty easy. you can cut stuff, add music, and reorder stuff so its basically all you need
alright since you're windows it locks you out of some of the nicer mac programs Sony has some and there are some other packaged type editors but I've heard mixed results about most of them since you use torrents go to thepiratebay.org and just search under windows programs for movie editor
Yep, I agree with billy here. If you're just doing some lightweight video editing, WMM will suit you just fine. It lacks many of the cool features in other video editing programs, but you really don't need them for simple re-ordering and adding of frames/music.
Bah, okay. I used that on my computer ages ago, but I remember it being sort of difficult to use. Pssssh.
