Problem is most paid proxy sites have shared proxys. This means multiple people on the same fast paid proxy. Your proxy can be fast, but double used for neopets. This is the reason most people with paid proxies won't give recommendations, unless they have reason to believe they are paying for exclusive proxies.
I have watched a few sites and for one exclusive ip around 5$ a month or shared you get 10+ ips for the same price. These are ips without programs. Program Ip-changers like hidemyip may have different pricings. Also pricing depend on how you want the ip to be different from eachother with different reverse DNS. I always suggest you in case of browser proxys to use different browsers for different accounts, as the useragents will be different.
you could just search proxies than buying them I know its unreliable but you can search for elite proxies They are really safe i use it all the time
