Firstly, weigh six steel balls. Three on each side of the balance. If it's balance, then weigh the remaining two. You'll find out the heavier one right away. If it's not balance, weigh any two of the heavier group of steel balls. If it's not balance this time, you'll know which is the one. Otherwise, the third ball of this group that was set aside is the heavier one.
