they can track everything. yes, they'll be able to see that you've transferred neopoints. you probably won't be frozen if they're yours but if you hacked someone, 9/10 chance you will be frozen.
He may have been talking about Ricky's Avatar and Sponser + Spiderer. It accomplishes pretty much the same thing.
I have been ABing for 6 months and have only lost one spare account that had nothing on it and that was for something completely unrelated. I haven't been frozen at all for ABing. You just have to be patient and know what you're doing
