Ummm... try gaussian blur or any of the blurring functions.

The way images work is that you can resize images to a smaller size and it will still look fine, but trying to blow up an image and retain the same quality is impossible. Even with photoshop. Unless you're determined and blow it up and repaint the distorted parts with the brush tool. Even that way, the results are less than impressive. There is currently no filter or command that allows you to blow up an image and make it look the same. Sorry, but whoever you heard that from told you wrong.

Well, if you really like the image you could make it a vector image.
Drop the image into illustrator and create a vector.
Vectors do not lose resolution even when being blown up to huge sizes.
If you still have the image and it is appropriate, I could try and help you do it.
Just post it on here and contact me through PM.

No problem, I guess I could write a guide on how to turn raster images into vector images if I have time.

Well. You know. They always do it in those tv shows and movies. By a simple press of a button. It's misleading.

Charlie's Angels, I tell you! IT LIES.

IRL, there supposedly are functions and programs which can actually do this, but only to a certain extent. I think I googled around and found a few before, but it doesn't exactly add in detail, it just sort of clones and smooths what's already there.

Good, because I am about to put it up.
Finally put some time into it and finished it.
