Open a new Document in Adobe Photoshop CS2, any size. For this tutorial we shall use 400 x 400. Fill in the background black. Click Filter → Render → Difference Clouds Click Filter → Pixelate → Mezzotint. Choose the type 'Medium Strokes'. Click Filter → Blur → Radial Blur. Choose the options specified in the image. Repeat Blur (Ctrl + F) several times until you get the effect you want. Press Ctrl + U. Check the box saying 'Colorize'. Move the Hue + Saturation Sliders up and down until you get a colour you like. Observe your end result. Get the marquee tool (or lasso tool), select the area you want to color, then go to the hue/saturation adjustment screen and select your color.
Lol this is pretty cool, I never actually messed around with Photoshop or any of those type of programs..
